Proposed amendment of the Bengal opium rules with a view (i) to give effect to the provision of the notification by the Department of Commerce and Industry, No. 720-79, dated 4th February 1911, regarding the importation of opium and its preparations into India, and (II) to require a horse-dealer, bringing opium and intoxicating drugs with him from outside British India by land, to obtain a special permit from the Collector of the district into which he first enters.
