the amount of duty does not exceed two annas; (2) to permit a duty of two anna jto be paid onn those instruments by means of stamps impressed on skeleton forms; and (3) to prescribe the use of impressed labels for instriments chargeable under Article 48 (b) of Schedule I of the Act.
