Representations of inconvience from strict enfroecement of the rule which requires service of one year with a native regiment on the part of all Military Officers who are desirous of entering the civil Department as probationer for the Staff Corps. Before passing orders asks for an early experssion of opinion on the point whether the rule has workes well or the reverse and whether it is desirable to modfify it or not.
