Sanction to the introduction by the Government of Bengal of a rule in the procedure laid down for dealing with petitions for mercy from convicts who are confined in State Jails providing that,when such petitions are preferred to the Government of India,the execution of the sentence should be deferred until the actual receipt of orders thereon.
