Examination of the rule for determining the incidence of the original cost of and recurring charges for railways rolling stock reserved for the exclusive use of local Governments and departments of the central Governments ,with a view to see with the railways are put to any loss by the operations of these rules and ,if so, what amendments could be made there in to avoid the loss.
