Sanction to the levy by the Baroda Darbar of an additional cess of one anna in the rupee of full rental upon all villages in the Baroda Prant where cotton is largely grown, such cess being applicable to all classes of land, and therefore including land held under British Guarantee on favourable tenure, subject to certain reservations.
