Instructions to Passport Issuing Authorities for maintaining an index of persons to whom passport and visas are granted. (2) Instructions for the maintenance of a card-index of persons who have been refused passports and visas. (3) Instructions that all Passport Issuing Authorities (and not only Local Government and Administrations) should be informed of the refusal of a passport.
