Question whether inferior servants and laborers employed on the Railways can be regarded as holding an holding an office under the Crown in India with in the meaning of section 262 of the Govt. of India Act, 1935. Decision that the authority to issue declarations of eligibility under section 262(1) cannot be delegated by the Governor General in Council to a Subordinate authority.
