Appointment by the C.P.W.D. of a Hindu candidate in a vacancy reserved for a Muslim although qualified Muslim candidates were available. Decision that the appointment of the Hindu candidate need not be cancelled but the Muslim candidate who was appointed subsequently should be considered senior to the Hindu candidate.
