Control introduced in 1918 on the movement of Cotton Waste and Cotton, whether in the form of Kapas (unginned cotton), half pressed bales or full pressed bales, by Rail or Sea, owing to the shortage of railway wagons and in order to check the practice of mixing cotton waste with good cotton.
