States, in reply to the Government of India letter No. 21-1018, dated 11th June 1873, that this Government are of opinion that no civil court should be allowed to award interest at a rate exceeding simple interest at nine percent, per annum where no rate is agreed upon by the parties, and that the rate which may be awarded on decrees should not exceed six percent. per ----
