Forwards, for consideration and orders of the Governor General in Council, copy of correspondence showing the necessity of legislative action with reference to Sections 15,16 and 17 of the Letters Patent constituting the High Court of Judicature, North -Western Provinces, and conveys the Lieutenant - Governor`s solicitation to the enactment of a law such as is suggested by the High Court.
